Recommendations unveiled by Teacher Recruitment Blue Ribbon Commission

The State Board of Education's Teacher Recruitment and Retention Blue Ribbon Commission has presented its final recommendations aimed at improving school culture and climate. The presentation took place during the State Board meeting on August 15, 2023. The recommendations are categorized into four areas: immediate support for classroom management, evidence-based models for reorganizing schools, master teaching certification, and improvements in school and district leadership.

Commissioner of Education Margie Vandeven emphasized the importance of these strategies in creating a framework for local leaders. "The Commission worked hard to understand the levers available at the state level to impact working conditions for educators and school culture at the local level," she said. "While local school leaders and boards of education ultimately develop the policies and procedures that influence climate and culture, we believe exploring these new strategies and implementing these changes statewide can create a better framework for local leaders to work from."

For immediate classroom management support, there is a focus on expanding apprenticeship programs across Missouri to introduce more qualified teacher candidates into classrooms. Additionally, efforts will be made to encourage retired teachers or those who have left teaching to return in supportive roles.

In terms of evidence-based models for reorganizing schools, an assessment will be conducted to identify any advanced teaching roles being used by local education agencies (LEAs). This will lead to developing best practices documents for statewide distribution. There are also plans to establish evaluation processes for LEAs using such models and review funding statutes related to advanced teaching roles.

Regarding master teaching certification, stakeholders will explore its creation along with potential uses or compensation associated with it.

For school and district leadership improvements, collaboration with organizations like the Missouri School Boards’ Association aims to enhance training related to fostering positive school cultures. Expansion of the Missouri Leadership Development System (MLDS) is also planned to support principals statewide in developing positive climates.

Mark Walker, Chairman and CEO of TransLand who served as Commission Chair, highlighted ongoing professional development as essential. "Blue Ribbon Commission members have heard from teachers across the state who are struggling with student discipline," he stated. "Research shows that schools with a positive climate and culture have lower rates of absenteeism, bullying, and violent incidents."

The report containing detailed recommendations is available on the Commission’s webpage. These suggestions will inform the State Board's priorities as they prepare for the 2024 legislative session.
